SHANGHAI, Jan. 7 (Xinhua) -- U.S. electric car-maker Tesla Inc. on Monday broke ground on its Shanghai factory, becoming the first to benefit from a new policy allowing foreign carmakers to set up wholly-owned subsidiaries in China.
